The fundamental characteristic of the challenge may be described scientifically as a “system of systems”. So, it seems only logical that it will take a system of systems approach to effectively tackle the problem. Access to space and space-based data is critical. It also demands digitalization of unique and precise information sets, massive computational capabilities, artificial intelligence, and a means to engage international participation across all political, social, and economic boundaries.
