EIP-3074 and the role of the EVM in a L2 world [Track 1]

With Ethereum committed to a rollup-centric scaling roadmap, more and more user activity will over time migrate from the base chain to layer 2 protocols. The talk will look at the implications this shift will have for the role of the EVM, using the proposed EIP-3074 as a case study. EIP-3074 is a proposed feature addition to the Ethereum Virtual Machine (EVM). It extends the capabilities of externally owned accounts (EOAs), bringing them closer in features to smart contract wallets. The EIP was first introduced in early 2021 by the Quilt team, and is currently considered for inclusion into the Shanghai hard fork scheduled for the second half of 2022.
